I'm no expert on the subject, but one thing that I noted last summer
while in Haiti was that the rubbish that filled the streets had very
little vegetable matter.  What the people had not eaten, the pigs had,
so what was left was mostly paper and plastic and broken glass - and of
course the remains of TapTaps.

This should be an easy "recycling" project to test feasibility and could
be implemented with little government interference or oversite.
