even the people who pay their bills do not get electricity. on mountain  noir
in petion-ville we get only a few nights a week of electricity, if that.  the
residents are billed even though they don't get power. everyone has
generators, invertors and lots have to put in own transformers to handle power
from
poles as ed'h's are insufficiant to handle power and ruin  appliances. it seem
that ed-h is not able to provide power due to corruption,  out dated equipment
or irresponsible employees.
