I think that as far as Haitians have been treated by the U.S., Dan Craig is 
partially correct.   The other reason for their different treatment is that 
they have dark skin.  Race has always played a major role in U.S. immigration 
policy.  In addition Cuba has for at least a century and a half been viewed in 
some way as a possession of the U.S.  To understand the racial component and 
how strong it is you need only look at the less favorable treatment of Mariel 
Cubans (who were more Afro-Cubans) from the first wave after Castro took over.
