Dear Kathleen,

At bottom, it is a more tragic than remarkable process, to my modest
judgment.  These refugees often either borrow money from families or sell
all their assets (land in the country side and others).

They take a chance instead of going through the legal process and they
most often fail.

Some of them, when they return, fall into destitution and delinquency.

The new Haitian government should facilitate the business climate for the
creation of an optimal number of jobs to incite people to stay home.

I do not want to criticize too much...I want to give this government its
chance.....Nevertheless, the business climate is not facilitated yet here
and this is not promizing..  I am presently trying to get some items from
the Haitian customs and this is a real mess !  The process is cumbersome
and very discouraging for business people.

Let's hope that things will change here  but this is not going to be
easy, to say the least.  Poor and unproductive habits are too entrenched
here !
