There wasn't meant to be.  The article (by a widely travelled and
experienced foreign correspondent) was written for an occasional column in
the International Herald Tribune called "Meanwhile..."  It was supposed to
be a rather light piece, but it did contain some interesting points
(Duvalier nostalgia), if no profound analysis.

I'm sure you've seen a few fat Americans doing this who pretend to be
"journalists."  But can you give names or clear examples of "a lot of"
people writing "articles for ap and reuters" who do so?  I very much doubt
it.  These agency people are seriously employed and have very little spare
time.  But such charges are of course deliciously easy (and very
satisfying) to make.
