                     Haiti: U.S. Partly Lifts Arms Embargo

The United States has partly lifted a 15-year arms embargo against Haiti,
the American Embassy said, allowing the troubled Caribbean nation to buy
weapons for police officers battling violent - and often better armed -
street gangs. The move comes after the new government of President Rene
Preval complained that the embargo was hampering its ability to restore
order and confront the gangs. The modified embargo allows the government
to buy firearms, body armor and other items for the police. The policy
change is seen as a vote of confidence in Mr. Preval, who took office in
May.
