Is it time to question the unquestionable- is the imported/imposed democratic system the right one for Haiti? Should judges be elected? Is the decentralized system envisoned in 1987 possible? Should each department have a legislature and governor? Does Haiti have too many elected positions and elections? How can it afford this system? Is it sustainable? Is an independent CEP possible? What are the alternatives? Should the police force be a national, centralized force, or local (sheriff) with an HNP that deals only with national issues (think state police and local cops). What is the role of the international community- leader, supporter, or follower of the Government? Can a government dependent on foreign aid lead? Why did the opposition refuse to compromise with Aristide and build a real political base to seek elective office? What are politcal parties in Haiti, fiefdoms or ideolocigal convergence? What happens when you educate the young only to dump them in a jobless society? If you build it, will the tourists come. . . ? T.
