I remember a couple years ago looking at the HOPE bill and thinking  "This
isn't very strong legislation and it doesn't do nearly enough." If it  takes
years to pass legislation shouldn't we pass the best legislation the first time
through?

Shouldn't Haiti become competitive? Isn't a strong job market really what
the country needs to address security needs?

 This bill will only create 10,000 jobs, well, we've probably lost  10,000
jobs since the bill has been presented.

 Haiti shouldn't be competing with Southern textile manufacturers,  Haiti
should be competing with Asia, but, if we don't create jobs in  Haiti, then
Haitians will soon be employed in Southern textile factories so  that they can
compete.
