The kidnappers are said to have "special" rates now, which means simply that 
they are kidnapping anyone who might have even a little money.  Ransoms are 
being paid that are as small as a few thousand $H.  It's not just areas like 
Turgeau, they're snatching kids from schools in Carrefour as well.  Their way 
of commemorating that special celebration of materialism, of consumerism called 
"Christmas".  Every December and January kidnapping rates hit their peak.
