I wonder if Kathleen thinks the same about Nicaraugua, Argentina, Salvador, 
Guatemala, Bolivia, Venezuela and that terrible place of failure, Cuba, to name 
a few countries which could have benefited from the benevolence of U.S. and the 
other capable colonists if they had only learned the proper form of democracy! 
Failed states never learn (although recently a few are seeming to).
