dear Readers:

 some of us are trying to find the details behind the announced US$20
 million for emergency employment in Cite' Soleil, per the Reuters article
 posted here earlier today.  all I found online was this announcement of
 US$80+ million for 40,000 short-term ditchdiggers along the coast, to be
 administered by the NGO called CHF International.  I wonder who else
 USAID consults when imagining how to pay Haitians with American money,
 and for what kind of work.  I monitor things fairly closely and have
 never seen a conference announcement or a general call for proposals
 about job creation since the last government overturned.  have you?

 specific to this press release, it strikes me that there is no policy of
 moving people to safety, only the perpetual digging and clearing of
 ditches around the survivors after each successive disaster.
