if you go to www.fedbizopps.gov and type in "Haiti", it'll bring up several large US Government contract offerings concerning a range of development and other activities and needs in Haiti, courtesy of American taxpayers.  there's even a contract for "armored swat trucks."  you'll enjoy reading these.
