Tripartite agreement signed by Préval, Chavez and Lazo, Cuba's second vice
president.
Its focus is twofold:
* Strengthening the collaboration in the health field with the
technical input coming from Cuba and the financing from Venezuela.
There are 500 or so Cuban medical personnel in all of Haiti' s
communes and Cuba's medical schools are graduating 125 Haitian
doctors yearly. Hundreds of other Haitian students are attending
Cuban universities. All are on full scholarship paid by the Cuban
government.
* Infrastructure, including the building of power plants (100 MW to
operate on Venezuelan heavy oil,) airports, roads, etc. Haiti is
already part of PetroCaribe, a Venezuelan program, which gives it
access to petroleum products a preferable prices and easy credit.
