Spinelli wrote that it is time to dispense with the nonsense of report after 
expensive report on what Haiti needs.

About forty years ago, in The Comedians, Graham Greene wrote:

"Haiti was a great country for projects. Projects always mean money to the 
projectors so long as they are not begun."
