In the interest of fairness, Elliot, you might note that that study
published in the British medical journal, Lancet, was tainted by the
author's deception in failing to note her connection with Aristide's
Foundation (going so far as to use a second name to conceal said fact).
Her supposedly scientific study was a political hatchet job to
discredit the successor Latortue Government... not that such a wildly
inflated report was really needed to do that job. The projected rape
numbers were absurdly high and it's safe to say that few in Haiti gave
any credence to that reportedly "scientific study".
I do not mean to belittle heinous criminal activity such as rape and
murder, and would regrettably concede that it does exist in Haiti.
Risks vary greatly in different parts of the country, however, and as
Philippe points out there IS still a shortage of Haitian police
officers. Fortunately, policing does seem to be improving, even though
it may have a way to go.
