Regarding the mango issue. The Haitian government has no control over the
mango that is exported in the US. Once the mango arrives in Port-au-Prince, it
goes into the hot water treatment plant and they are then sealed in a storage
controlled also by USDA. The mango exporters pay $600,000US (split equally
among them regardless of the amount you are shipping) every year to USDA to be
allowed to ship the mango and to cover the cost of the system. The USDA hires
its own crew and provides its own training to some locals and does all the
inspection of the water treatment and storage. The water treatment are build
by the mango exporters ( about $200,000 and plus) but they are approved and
inspected by USDA . I would say that the exporters are paying their fair
share to assure that the mangoes arrive sainly in the US
