Lance, my initial feedback on this is that the dissatisfied Cuban
doctors would not be allowed to stay. The Cuban Embassy takes their
passports as soon as they arrive in Haiti so they won't be able to
travel, and their time here is based on them returning after their
contract is finished.

They are NOT FREE to do what they would like.
