I don't know any Haitians in the US actually, but my experience in
Hayti
is that lots of people can read the current spelled kreyol for simple
business things. People who don't think of themselves as literate 
(as in, they don't read books or newspapers. Of course, they scarcely
exist )
read kreyol billboards and instructions.

Ballot instructions would seem to be in this vein, and appropriate for
the US context. What language are Haitian ballots written in by the
way?
