the local producers dont have a level playing field......witness miami rice,
which was cheaper and still is....the govt is necessary to at least provide
enough protection for agriculture thru protectionism.....this will force
local production to increase...

govt policies have a most profound effect on the private farmers, producers
of other items, etc....

thus, it is necessary for the govt to provide the right atmosphere for
internal development.....for, the small farmer certainly can not do this
himself/herself..
