My father told me recently about a young Haitian who was in and out of 
trouble with the law, and once he turned 18, was deported immediately, given 
only $20 US dollars and a ticket to Port-au-Prince.  Does anyone know the 
official policy of INS in regards to deportation, especially of young 
criminal offenders.
