With all due respect Dr. Gill, it does not take an Albert Schweitzer to see 
that, based on CBS's expose, the USAID left it self open to charges of 
malpractice where judicial reform is concerned. According to that report, 
the Haitian government was discouraged from participating in that effort so 
we will never know whether they could have done have a better job at it. 
What we we do know is that could not have done much worse.
