Unfortunately, I did not get #4961, but I see someone is interested in
the Vaksin.
I have played them.  The mouthpiece end is cut through the joint to
produce an opening about 2 cm wide, and it is played by blowing through
pursed lips in the same manner as a trumpet, trombone, conch etc.  also
you may tap out a rhythm on the side with a stick.  Also, for making
them to last, start with dry bamboo as the green one will crack.
