 Haiti opposition announces parallel  government

  A group of opposition parties in Haiti has announced the creation of a
provisional           government in protest against the recent
re-election of Jean-Bertrand Aristide as the       country's president.
The Democratic Convergence said it would  form an alternative
administration which would  oversee elections for what it said would be
a
 legitimate government. The opposition boycotted the presidential
voting last month, alleging the process was a  sham.  According to
official results, Mr Aristide won
 with more than ninety per cent support.  Last week, president Clinton
urged him to        address what he described as  well-documented
election irregularities which he said called into question Haiti's
commitment  to democracy.
