RESOLUTION OF THE OPENING SESSION OF THE STATES GENERAL OF THE NATION

THE STATES GENERAL OF THE NATION CONVENED IN PORT-AU-PRINCE ON
JANUARY 27 2001.

1.   Recalling the Universal Declaration of Human Rights, the United Nations' Charter, the Organization of American States' Charter, the various International Conventions, Agreements concerning economic, social, cultural, political rights of the human being to which Haiti is a party;

2.   Recalling the ten (10) years (1991-2001) during which the Lavalas government has choked Haiti's national economy, undermined democracy, imposed the rule of a unique political party, frustrated the Haitian population, unjustly imprisoned and exiled honest citizens, increased unemployment, insecurity, poverty, social unrest and despair;

3.  Recognizing that from 1997 to 2000, legislative, municipal, local and presidential elections where staggered by arbitrary nature of the Provisional States General totally subdued to the Lavalas regime, marked by the absence of electoral campaigns, by physical violence, by the systematic violation of the Electoral law, and by all sorts of fraud and scandalous irregularities, including new methods of calculation of votes to favor of the
Lavalas party;

4.  Considering that the Haitian population by refusing to endorse the electoral crime of May 21, 2000, by abstaining to take part in the electoral coup of November 26, 2000, has manifested its full adhesion to the efforts undertaken by Convergence Democratique.

5.   Considering that the repeated calls of the Opposition, of the Civil Society, and of the International Community to a dialogue have run against dilatory procedures of the Lavalas clan, and to a situation of 'fait accompli' that will most likely result in the futher isolation of Haiti, and will entail irreparable socio economic, and political consequences for our
country.

6.  Considering that the various layers of the population are pressignfor the designation of the Head of the Provisional Government;

7.  Remain open to negotiate;

8.  Declare unacceptable and of null effect all attempts of swear-in the illegal and illegitimate power of J.B. Aristide at the National Palace on February 7, 2001.

9.  Have decided to fill the institutional void by forming a provisional government of national consensus and unity, the composition of which will be announced shortly.

10. Hereby invite the International Community to acknowledge this national decision.
