Text of report by Haitian Metropole radio on 13 June; passage within double

The Democratic Convergence is very bitter about the OAS following the
adoption of the plan for a way out of the crisis proposed by President
Aristide. The opposition coalition has requested the OAS to reverse its
decision and to respect the decision adopted by the heads of state and
government at the Summit of the Americas. Jean Numa Goudou explained the
following:

[Goudou - recording] Twenty-four hours before the visit of Luigi Einaudi,
the Convergence has denounced the connivance of the OAS with the Lavalas
government. The OAS, which was playing the role of facilitator between the
protagonists of the crisis, is now endorsing the position of Aristide, who
always wanted a solution to the crisis through an agreement between himself
and the international community, according to the position taken by the
Convergence regarding the 5 June resolution of San Jose, Costa Rica. Instead
of resolving the crisis, this resolution is compromising the search for an
inter-Haitian solution, Convergence members said. The opposition has asked
the OAS to pull itself together.

[Paul Denis] The Convergence hopes that:

1. The OAS will return to the mandate of the third Summit of the Americas
which prescribed a solution to the Haitian crisis on the basis of a
negotiated agreement between the Lavalas government, the political parties
and civil society.

2. The OAS will personally take the initiative to convoke on neutral ground
the three above-mentioned entities.

[Goudou] Still in that common position the Convergence maintains that the 5
June resolution contains some ambiguities which only the OAS decision-makers
are in a position to clarify. For that reason, Luigi Einaudi is back for the
ninth time to provide the necessary explanations. Gerard Pierre-Charles is
looking forward to those explanations.

[Pierre-Charles] As for us, [there are] too many uncertainties //that cause
us not to get involved in the formation of a CEP// as long as there is no
clarification, as long as the positions corresponding to our rightful
claims, the claims of the Haitian people, do not [words indistinct].
