8418: EdH: It's the rich who don't pay (fwd)

In Reuters's recent piece on electricity in Haiti, Mr. Paulvin's remarks, as quoted by Reuters, is a bit disingeneous in that it picks on the poor as the major culprit regarding theft and non-payment of electric bills. In fact, the super rich and politically well-connected have always been at the forefront of this long-standing battle against EdH's bottom line.

Make no mistake, the poor very often resort to the proverbial "priz", but their "theft" -- in terms of forgone revenue to EdH -- is dwarfed by the big assembly plants in the Industrial Park and the huge houses sitting on top of the hills overlooking the slums.
