THat's not true.The principle in private banking that wants that interest 
starts accruing only when the money is used applied to public aid to 
development.The loan has not even  been disbursed,how can a reasonable
person 
think that some one could be willing to pay interest on a capital he never 
received.Even when the loan is disbursed the recipient country has a grace 
period to think it over.
