I am interested in finding out more about the "wet foot dry foot"
policy.
-what are the countries who benefit from this law today?
-which ones are excluded and on what basis?
-has it enticed more deprived people to take their chances at sea
 or has it served as a deterrent?
-does the law apply only to the Florida shores and has it been
 contested by politicians?
