a1196: Citizenship and Car Phone Cards--Help Needed (fwd)

Need help from the Corbett network on the following for an exhibit that I
am working on:

A. Haitian Citizenship Card: in 1983 the govt. decreed that it was nec.
to buy a Carte de Citoyennité at 50 Gdes. for one's passport. Said card
was then pasted into the passport. Recently a friend gave  me some
Carte[s]  de Citoyennité as issued by the Ministry of Interior, etc.
These are much smaller than the aforementioned; indeed designed to be
carried in a wallet or purse.  These were issued for a 5-year period and
are similar to a US driver's license in shape, size, and show physical
data and photo. They are dated 1983, with exp. in 1988.

Questions: Are these related to the card that went into the passport? If
not, what was or is their function ( a national I.D. card?)  and cost.
Are they still in use? I suspect that the rank-and-file Haitian does not
have one or am I wrong?

A. Car Phone Card:  this same person gave me three cards that are
licenses or permits to use a car phone. Issued by the Conseil des
Telecommunications and for a period of 6 mos. They also show a photo of
the owner of the phone, but no physical data.
I have cards from 1993, 1997, and 1999.

Questions: is Teleco and the Conseil one in the same? And what does it
cost to get one of these permits?

I would be very grateful if someone could supply me with some or all the
answer for the above.
