Very simply, they should be paroled because they passed their credible fear
interview within days of arriving in the US. Otherwise they would have been
sent home a long time ago.
That is the policy that has been in practice for some time for EVERYONE -
and after December 14, continued to be in practice for EVERYONE ELSE.
