Haiti: Mayor in northern commune is shot dead, allegedly by an FL deputy

The president of the municipal council of the commune of Saint Raphael, in
the north, Fernand Severe, was killed on the night of 6 January [allegedly]
by the deputy of the region, Jocelyn Saint-Louis.
Mayor Severe was shot 17 times with a submachine gun. Supporters of the
mayor then shot the deputy's nephew in reprisal. According to some
residents, the deputy and mayor were arguing during a dance held at a place
called Bonapite.
The police are looking for Deputy Jocelyn Saint-Louis, who reportedly fled.
He is a member of President Jean-Bertrand Aristide's Lavalas Family [FL]
party, as was the murdered mayor.
In several regions of the country relations are tense between mayors and
parliamentarians, as well as within municipal councils.
