2. The OAS mediator is holding preliminary meetings on the deployment of an
international mission for technical assistance in Haiti. Luigi Einaudi met
with representatives of the Lavalas Family, FL, and the Democratic
Convergence yesterday, separately. The OAS mission will be working at
different levels of political life. It will be involved in justice,
security, human rights and governance. FL interim leader Yvon Neptune talked
about the resumption of the negotiations, but the OAS has shelved this issue
and is concentrating on the investigation into the 17 December events. (2

3. President Jean-Bertrand Aristide is apparently getting ready to appoint
FL interim leader and Senate President Yvon Neptune as prime minister.
Sources close to the government told Radio Metropole that a consensus has
been found within the FL party to choose Neptune. Neptune claims to be
unaware of the president's intention. (3 min)
4. The Chamber of Deputies has a new president: Rudy Heriveaux of
Trou-du-Nord and Caracol. Heriveaux replaces Deputy Pierre Paul Cotin who is
in ill health and whose term in office ended in January. The outlook for the
Trou-du-Nord deputy's work appears difficult because division is ravaging
the Lower Chamber. The new team is composed of Rudy Heriveaux, president;
Lionel Etienne, vice president; Berry Joseph, first secretary; Andre Jeune
Joseph, second secretary; and Yves Crystallin, questor. (4 min)
6. There was a situation of panic yesterday afternoon at the entrance to
Delmas 60 where armed individuals opened fire on passersby killing two
people, one a child. The incident took place near the Delmas 60 police
station. The killers escaped in a vehicle. (1 min)
7. The Central Bank's, BRH, board of directors yesterday took stock of the
critical situation at the Haitian Development Bank, BHD, which is having
financial difficulties. BRH Governor Venel Joseph said that he was pleased
that he intervened at the right time. Joseph announced that there is no
further risk of danger to the Haitian banking system. He urged BHD customers
who have borrowed money to pay their debts. (2 min)
8. Senator Pierre Sancon Prince, chairman of the Senate Finance Committee,
considers that the work session with the BRH governor was successful.
Concerning the difficulties of the BHD, Senator Prince said that he is
waiting for a detailed report on the situation from BRH authorities. (2 min)
9. The FL is taking shots at the Democratic Convergence, civil society, and
nongovernmental organizations, NGOs, regarding international aid to Haiti.
According to the ruling party, aid is being channelled to the opposition and
civil society through NGOs. The FL accuses the international community of
seeking to destabilize the government and the state by channelling aid this

10. Convergence leaders categorically reject FL charges regarding
international aid. They affirm that they do not receive any aid from the
international community through NGOs. (1 min)
11. Cooperation Minister Marc Bazin says he is ready to answer the Senate's
invitation to discuss international aid. He is now in Washington and hopes
to discuss the issue with senators when he returns to Port-au-Prince this
weekend. (2 min)
12. A Haitian-Dominican commission is now working on the delimitation of the
border between the two countries. (2 min)
