If Haiti is distinguished as a "path of minimal resistance," due to "weak
democratic institutions, corrupt officials, a fledgling police force and
eroded infrastructure", that what on earth is the excuse for those
democratic beacons Jamaica, the Dominican Republic, and the Bahamas? And if
this is such a major preoccupation of US foreign policy then why are they
instituting policies that are clearly exacerbating the problem by weaking
democratic institutions in Haiti? Trading a loss in the war against drugs,
by increasing economic and political isolation of Haiti in an effort to
force Haiti's electorate to accept the Democratic Convergence, is yet
another instance of a self-defeating policy.

"Jamaica, the leading Caribbean stop for South American cocaine and
also the region's top producer and exporter of marijuana, estimates that 70
to 100 tonnes of cocaine are shipped through the island each year,routinely
brought by speedboats across the Caribbean Sea from Colombia's north coast.

In troubled Haiti, weak democratic institutions, corrupt officials, a
fledgling police force and eroded infrastructure provide South American
narco-traffickers a "path of minimal resistance," the report said.
The report also named the Bahamas and the Dominican Republic as
"major" transit countries for U.S.- and Europe-bound drug shipments from
South America".
