Before we go any further, could someone give us the date and source of
Chirac's bizarre statement that "Haiti has never been, strictly speaking, a
colony of France."  Presumably it was made during his recent trip to
Guadeloupe and Martinique (March 9-12), but where was he reported as saying
that, and in what context?
