Poincy,

You are accurate with your criticism of the potential damages that the development
of  a sugar industry might have on a country like Haiti.  However, the conditions
that you mention would only be true in an undiversified economy in which sugar was
the main crop; actually it is true in most mono crop agricultural economies.  It
wouldn't hurt Haiti to accept the help of the Cuban specialists as long as they
also develop the other economic sectors.
