1. Fanmi Lavalas Poised to Pick a Transition Team

Within the coming next days Fanmi Lavalas will officially name its transition 
team.  The nine-member team will include 3 members of Fanmi Lavalas, 3 
members of the Préval-Alexis government and 3 members of the private sector.  
The commission's mandate specifies that its composition is intended to 
reflect the new government's spirit of openness and dialogue.  The inclusion 
of the private sector in the commission underscores Fanmi Lavalas' commitment 
to forging partnerships with the private sector to spur economic growth and 
contribute to government-elect's overall mission of improving the quality of 
life for all Haitians as outlined in Investing in People and detailed in 
Fanmi Lavalas' Economic and Social Program.  


2. After meeting with Jean-Bertrand Aristide on Dec. 4th, Marc Bazin made the 
following points to Agence Haitienne Presse (AHP): 

1. Jean-Bertrand Aristide is ready to create a commission to evalute the May 
21st elections
2. Jean-Bertrand Aristide is ready to find solutions to political conflicts 
though compromise, didn't rule out making concession to opposition parties
3. Marc Bazin urged everyone to take the opportunity to create a climate of 
real
dialogue
4. Marc Bazin is ready to collaborate with the future government if the 
authorities of
Fanmi Lavalas accept certain changes to economic program
5. Marc Bazin is against any notion of replacing Preval with a transition 
government
6. said low turn-out was because an Aristide win was never at risk

3.  Fanmi Lavalas plan

December 1st Fanmi Lavalas published the fourth installment of its 13 chapter 
Program in Le Nouvelliste.  Chapter 1 outlines the 5 priority areas for the 
new government as follows:

1.  Infrastructure development in the 565 communal sections aimed at bringing 
stable sources of energy, integrated transportation and telecommunications 
networks to sections of the population long neglected in the economic and 
social development of the country;   

2.  Continued promotion of national production during the coming 5 years, 
with a special priority on agriculture, the export industry, Haitian art, and 
national craft, by, among other things, strengthening micro-credit financing 
and co-op initiatives;

3.  Implement the National Plan for Education and achieve the following 3 
objectives before 2004, the country's bicentennial: a primary school in every 
communal section, universal schooling and a significant reduction in the 
levels of adult illiteracy;

4.  A health clinic in each communal section; and

5.  Reform the judicial system in order to combat impunity, promote victim's 
reparation and extend police service to all sectors of the population, 
particularly residents in rural sections of the country.
