Well, that may or may not solve the problem. After the bills are paid and EdH collects the money, we would need to tackle the serious corruption problem throughout that institution... 

In fact, it's fair to ask: would more people pay their bills to EdH if they were confident that the money would not be stolen? What leads to what? Corruption leads to people not paying and stealing, or not paying and stealing render the institution weak and therefore more prone to corruption?
