9224: Peasants organise land seizures in the Artibonite. (fwd)

Twenty-one thousand hectares of land seized by villagers in the centre of the 
country. (SICRAD - 8 October, 2001)

Since September, a coalition of 19 popular organisations, called the Movement 
of Landless Peasants, from the commune of St. Michel de l'Attalaye in the 
Artibonite department has been occupying state land held by absentee 
landlords.  Around 21,000 hectares have been seized by peasants according to 
Roland Fleurisma and Luccene Jean of the Mouvement des Paysans Sans Terre of 
St-Michel.

According to these two spokespeople, most of the land concerned is in rural 
areas. A small portion of it is on the border of the village of St Michel de 
l'Attalaye. The Movement's leaders insist that the exact location of the land 
in question has been determined on the basis of information provided by the 
National Tax Office (Direction Générale des Impôts)

Some of the repossessed land had been left idle, while some had been farmed 
on the sharecropping system by destitute peasants. (Sharecropping is a system 
where landless peasants are allowed to grow crops on land belonging to some 
else, and in return they must turn over a portion of the annual harvest 
-usually around half of it- to the owner, or the landlord who claims 
ownership.) The peasants argue that this land must be put to use for national 
production in order to reduce the country's dependence on foreign aid and to 
help put a brake on the rural population's exodus to the big towns. They 
called on the National Agrarian Reform Institute (Institut National de la 
Reforme Agraire, INARA) to intervene in St-Michel de l'Attalaye.

Une coalition de 19 organisations populaires de la Commune de St-Michel
de L'Attalaye, dans l'Artibonite, appelée Mouvement des Paysans Sans
Terre a lance depuis septembre dernier une opération de récupération des
terres de l'état qui seraient occupées par des absentéistes. Près de
21000 ha de terres ont été ainsi saisis par les paysans, selon ce
qu'indiquent Roland Fleurisma et Luccene Jean du Mouvement des Paysans
Sans Terre de St-Michel.

Selon ces deux responsables, les terres concernées se situent
majoritairement dans les sections rurales. Une faible portion est
localisée en bordure du bourg de St Michel de l'Attalaye. Le repérage
des portions de terrain en question a été réalisé sur la base
d'informations fournies par la Direction Générale des Impôts, ont assuré
les leaders du mouvement.

Les terres récupérées etaient soit vacantes, soit  donne en métayage a
des paysans démunis. Ces terres doivent servir a la production nationale
afin de diminuer la dépendance du pays vis-à-vis de l'étranger et
restreindre le flot d'émigration des paysans vers les grandes villes,
ont affirmé les paysans. Ils ont appelé l'Institut National de la
Reforme Agraire (INARA) a intervenir a St-Michel de l'Attalaye.
