Congressman Earl Hilliard (D-AL)of the Congressional Black Caucus is one of the primary initiators of the CBC letter to President Bush regarding Haiti.  Congressman Hilliard comments:  "With a humanitarian crisis looming large over this island nation of 8 million, the U.S. cannot hesitate at any level or in any institution to maximize the delivery of development and relief programs. As representatives of the oldest democracy in our hemisphere, this should be the least that we can do for the citizens of the second oldest democracy in our region."
