As long as speculation is rampant, let me speculate on why the Dominican 
government will not return Guy Phillipe to Haiti.  They are afraid of 
angering the US or they are following US orders.  They are betting that 
Aristide will be overthrown and they do not want to be on the wrong side, 
because that side has little outside support.  Why else would they not send 
him back?  Let's hear the anti-Aristide spin........

PS.....house arrest is hardly behind bars....unless it is the kind serving 
liquor...
