That sounds like a rather silly question, since Cedras never had, as his goal, keeping longterm power of the country.

The coup was planned by one of the departments of the US government in coordination with a few factions within the lower echelon of the military. (The CIA and the Pentagon were at odds with each other.)

By the authority given his title, Cedras was then put in the position of holding the country together when things began to fall apart.

He knew allowing the assassination plot to go through would mean civil war.

Because he did not allow the plan of assassinating Aristide to go through, the States became peeved, pointed fingers, and punished him by labelling him responsible and a "thug".

Cedras' only goal was to hold the country together until a solution could be found.
