2. A stormy discussion took place at the parliament
yesterday. Senators Pierre Sancon Prince, Louis Gerald
Gilles, and Clones Lans called for the resumption of the
discussion on lifting Senator Dany Toussaint's
parliamentary immunity. Jean Wilkens Melronne reports the
following: Senator Prince asked that the issue on lifting
Toussaint's parliamentary immunity be re-examined. The
Senate president, however, made it clear that the Senate
has already ruled on this issue. Fourel Celestin said, "The
Senate has already made its decision concerning the lifting
of Toussaint's parliamentary immunity." Celestin did not
want discuss the issue at all. According to Prince, Gilles,
and Lans, the Senate should be interested in the form of
the question, not its content. Gilles said, "Everybody
knows that the assembly does not have to decide on the
content of the issue. The re-examination of the dossier
will help solve a lot of issues. The Senate should give
this Haitian citizen a chance to respond to the exigencies
of the law. For Toussaint is involved in this case; whether
guilty or not he should be allowed to defend himself before
the judge."

3. The public prosecutor of the civil court of
Port-au-Prince said that he is ready to cooperate with
Examining Judge Claudy Gassant if the judge decides to take
charge of the Jean Dominique case. Pierre-Louis shares the
judge's frustrations with the lack resources to do his job.
Nevertheless, Pierre-Louis said that Judge Gassant's
demands will be satisfied.

4. The Democratic Convergence continues to demand justice
and compensation for the 17 December attacks. Wendell
Theodore explains the state's responsibility in such a
situation. Jurists who were contacted said that it is the
responsibility of the state to compensate victims.

6. The president of the Republic has fired a number of
directors generals in public administration in Cap-Haitien
two days after his visit to the North. President
Jean-Bertrand Aristide has fired the directors of the
following institutions: the General Directorate of Taxes,
DGI, the National Port Authority, APN, the immigration
service, and the international airport. The installation of
the new directors took place yesterday in a climate of
tension by the departmental delegate, Dr Jean Myrtho
Julien.

7. The finance minister is optimistic that parliament will
soon pass the budget. Gustave Faubert affirms that the
dossier is at an advanced stage in both chambers.

8. The chairman of the Chamber of Deputy Finance Committee
announces that the bill submitted by the government is
incomplete. Deputy James Desrosin said that the government
should present the papers to ratify the budget.

9. The director of the GESKIO centre warns against the
spread of tuberculosis. Dr William Pape notes that
tuberculosis is one of the corollaries of AIDS. He calls on
society to be prepared to continue the fight against AIDS
for life.
