This took place after the Dominican Republic had become independent.
Haiti was not included in the annex deal. It was killed by the United
States Senate because Dominican dictator Pedro Santana had previously
sold the island to Spain, and the Spaniards had then gotten slaughtered
(through both guerrilla warfare and yellow fever) and been forced to
depart the island unceremoniously just a few years before.

There are plenty of documented references for this event. One good one
would be Frank Moya Pons' "The Dominican Republic: A National History".
