concerns                                            
BRUSSELS, July 25 (Reuters) - The European Commission said on          
Tuesday it had asked Haiti to hold talks over concerns about election
results challenged by international observers. The executive of the 
European Union said it had invoked a clause in a trade agreement between
the EU and the African, Caribbean and Pacific group of developing
countries which allows for sanctions if a government is deemed to have
breached human rights or democratic principles. The Commission said it
was proposing to invite Haiti to consultations in order to examine the
problem and ask  Haiti how it was going to address the situation. The
parliamentary elections in May and July were preceded by political
violence and marred by allegations of miscounted votes.
