6853: expert needed on building of Citadel (fwd)

Does anybody have a contact for an expert on the engineering and building of
The Citadelle? Someone that knows the intricate details of what materials
were used and can relate this information from an architect's point of view?
Are there are any existing blueprints? Also, I've read that a group of
German engineer's were placed on the project in the early 19th century, but
I can't find a reference to what part of Germany they originated, how this
contract was commissioned, and what families they were from?

Any lead is appreciated.
