I am far from a linguist but here's my take on this:
Like any proverb or old saying. it's part of the lore and no one ever knows
when it started. Everybody that's part of the culture does know what it means
and when to use it. It means that complexities in life are always followed by
other complexities, like it is in Haiti. A Haitian might use it upon
discovering something unexpected. If you try to go on top of a mountain from
a valley what you'll see is another mountain. "gain" is short for "gainyin" (
may the creolists purists forgive my spelling) the creole world for gagner,
which in the creole understanding doesn't mean to win or to earn like in
modern french but "to have" or "there is". Perhaps this is a meaning from old
french. Perhaps the llinguists specialists in french language evolution might
enlighten us on this.
