In the past we have used the rubbermaid bins, as already discussed.   However, one of our teams this past year was asked not to use those, but to use bags instead.   They live in Canada so they found that the large hockey bags work great!    Anyway, I don't think it's a set rule because we just had a team from Utah go down with bins, no problem.   It probably has something to do with the airport you go through.   These folks from Canada went through JFK, whereas the folks in Utah went through Dallas and Miami.   To be sure you need to call luggage person at the airport you'll be going through.   There's a manager over luggage who you need to talk to.
