My guess is that the presidential decree will make little or no difference to the practice of Vodou, to the serving of the lwa. I would imagine that the need or preference to conduct activities away from state structures and state agents that has been the practice over the last couple of hundred years will remain the case despite the decree.

While top-down acts such as the decree are a start in changing official attitudes, they are really only a beginning.
