I am glad someone has finally commented about the rice and beans issue.  I
could not understand why importing rice and beans was so needed.  Years
ago during the embargo there was a shortage, but aren't these items
available in Haiti these days?   (I live here and haven't heard of
shortages.)   It would seem more economical for the purchaser and a better
way to boost the Haitian economy to buy these in Haiti.
