I would have to agree with that statement, but howabout a little
perspective
here?:

Clearly there were many Haitians who likewise did not support the idea of
dissolving the Army and replacing it with the PNH.  Did Aristide bother
asking
them, or did he just take advice from Oscar Arias?  Ah, that's right, he
acted
on his own, as Karshan instists.  How democratic !!!  Believe it or not,
more
than a few Haitians lament the loss of the Army, and more than a few now
feel
persecuted by the PNH.
And howabout that civilian police force that Aristide (also on his own,
perhaps?) constructed to replace the Army?  Didn't its new police chief
just
resign citing threats on his life made by members of Aristide's
government? I
wonder what Oscar Arias would think of that !!!

all that i am suggesting is this: gin toro pase toro, as Aristide knows as
well
as anyone...
